I personally have no clue what you are on about either.

Bassman has a plugin that works on stock themes that has a ton of options.

I also have one that is free. I need to push out a slight update to fix a couple of zindexes but it's the simplest way to do it as well. Can also look at the template changes and introduce them directly into your theme if you want.
 
How do I create a sticky navigation menu with the mod bar?
Are you trying to get just the mod bar to be sticky or the whole nav bar?

@Kevin he might want to tear my add-on apart looking at those 2 links.

There are a lot of problems people overlooked or didn't notice.

The big one is post links need to handled so that the page will offset the post or whatever resource is linked down from the navgation. Bassman did it one way I found a different way. I know of a third.

The other one missed here and there is setting the zindex too high will cause the navigation to show up over the overlay.

I have also seen full theme solutions from major players here that don't float the mod bar and that's something I prefer to float.

Margined sites don't play well with the digital point box shadow design. Bassman put an option in his to move the search upwards. I included instructions I believe.

A lot of little things.
