XF 2.1 Start Conversation is not appearing

For some reason, whenever someone is going to a persons profile it isn't showing "Starty Conversation". Why would this be?

It could mean they have disabled the ability for others to have a conversation.

In settings they can choose nobody, people they follow, or members.

He's checked as have many people and it's set like this. Shouldn't that mean they should be able to send/recieve Conversations?

Check their permissions. Use analyse permissions to check (ACP > Groups and permsssions > Analyse permissions)

The max recipients of 0 is what's causing this -- if it's set so you can't have any recipients, the general "yes" won't really matter.
