This bug has a huge trolling potential.
Happens both on responsive with iPhone 5 and Chrome 27. desktop

Why don't you enforce strict moderation in this case? If people abused it, (temp) ban them. It's what I would do.

It's not really a "problem". As Mike said in that thread, it's when you have Unicode combining diacritics.

Hint: Try "Romanize Titles in URLs" (options->basic board information) that is new in 1.2 if you are concerned about the URLs.
