Lack of interest Spam Trigger log not populated on success

In logSpamTrigger, logging is disabled if there are no failures.

This means the spam trigger record on a false negative is not preserved which is critical for adjusting a tunable spam filtering provider (ie provided by an add-ons).

This is a core part of how my sites operate to prevent future spam signups from undesirable hosting providers.

It's not really a way we've attempted to use the system before and hasn't changed since XF1.

On the basis that this isn't really a bug, I'll move it to Suggestions for future consideration.
