Spam cleaner moderator permissions

Quick question please.

For moderator permissions, if I have "use the spam cleaner" to yes, but "ban users" to no - will these contradict each other?

ie can the spam cleaner ban a spammer if "ban user" is set to no? I don't want the moderator to be able to ban any user, but do want them to be able to use the spam cleaner.

If a moderator can use the spam cleaner, the spam cleaner will allow them to ban users. The spam cleaner is usually scoped to new accounts though so it's more limited in scope.

Thank you. So I can leave ban users set to "no", and use spam cleaner set to "yes" then? And the spam cleaner will allow them to ban users but not ban generally, is that right?
