Fixed Some moderation actions log staff ip under user account

Basically approving a resource from the moderation queue will cause an 'insert' entry into the IP table, where the IP address is the approving staff members, but the user is the creator of the resource.

As the post insert (which is what is triggering the IP log) is automated, it should be tagged as such, which skips a few things including the IP insert. That's really the only way around that so I've done that now.
