some members names dont fill in autocomplete

hello,
ive noticed this one for some years now but im finally to a point of wishing it was fixed ;P

if i try to @ tag a user or start a new direct message etc, the auto complete doesnt work for some users and i cant figure out why only these certain users wont display....i found at least 3 that seem to almost not exist so far.

same thing happens with all addons disabled....

nothing particular i can notice about user groups....all the effected members are/were some form of moderator at one time but currently none are and they all have diff usergroup configs.

what pushed me to post is ive noticed an error in console suggesting about it so is this actually a bug? i can recreate it on this xf site as well btw.

hmm yeah thats not really ideal here....im still curious about the console error but also would like to know a work around or is there a setting or such for "active members time since last visit"....

Perhaps for users to mention other users on the forum this is restricted for a reason, not sure. But it causes problems with certain actions.

Merging users:
When I merge users the autocomplete serves as an assurance you have the right member when you are able to select it. However a lot of merges are new users who say they have old accounts. So the autocomplete never works. Typing it in exactly is fine but it lacks that assurance. Can the restriction be lifted in acp for admin duties?

Conversations:
So I was needing to find an old conversation by a user but could not recall the username...
