I know admins and moderators can already view resources once they've been soft deleted, but I'd love to see a way to still show the resource if soft-deleted to users with permission and marking the download as not available instead. It may be suited as an entirely different state instead of soft delete, as there are probably some instances where deleting the resource from view of all excluding admins would be necessary.
