XF 1.5 smiley not showing up when clicking.

so here's my issue. my smileys aren't showing up but I can click on the empty buttons and the smiley image would appear in the post box itself. I also see the smiley image under smiley tab of "Help" page.

Any help would be appreciated.

Switch to a completely default style and disable all add-ons.

That will rule out any third party code and customisation.
