To add them, you need to add the smilies in the manager in your ACP.

It depends on the resource I linked above. If they aren't sprites, you can create a sprite easily online.

You mean to take a bunch of individual .png's and create a sprite sheet?
If so http://spritegen.website-performance.org/ is what I use. Just be sure to reduce the default horizontal/vertical offsets to something like 10 to reduce the file size.
