On a clean install these are both checked by default, is it best to leave both checked?
Does it mean if the browser isn't capable of using the HTML5 uploader then it will try to use the flash loader instead so users can still upload multiple files?
The HTML5 option overrides. If it's enabled, the Flash version will never be used (by the core code). It was done this way for improved backwards compatibility.
