Fixed Server environment report does not check php memory limit

XF expects ~128mb of memory, but will technically start with less. But the server environment report and the Xenforo requirements do not check this assumption which can cause unexpected OOM if there is no sufficient memory.

Let me make some additional feature requests together this time.

Xon made this report after seeing that adminCP Server Environment Report provides insufficient intel to help troubleshooting the problem described in this thread:

XF 2.1 - ErrorException: Fatal Error: Out of memory (allocated 35651584) (tried to allocate 4096 bytes)

I got these errors happening everytime I do mass modification to templates or something similar (i.e. replacing the Terms and Rules article content.) My server is Vultr VPS which uses the cheapest plan. MySQL Ngram smallest length is 2 (for searching Chinese texts). Database Table types are...

My feature request: let not only Server Environment Report provide PHP memory limit information, but also some recent reports including average and maximum ram usages by MySQL processes (if technically possible and convenient). // I know these data can be checked through SSH commandlines, but doing this is not really efficient with my lacked expertise in website database operations.
