Separating Users?

I thought I saw somewhere once upon a time that as a moderator I can separate users who can't get along - make it so that they don't see each other's posts.

Is that available? If so how do I find that?

Users can add each other to their ignore lists, but you can't do it as a moderator.

This addon will allow you to force users to ignore each other.
