Separate video and audio options and permissions

Based on this, right now we have to allow uploading for videos in order to have audio files supported. Many of us do not want to enable video uploads because of disk usage capacities. So, in some cases (like in mine) one doesn't want to allow video uploads but audio ones. And for that to happen the options/permissions need to be separated from each other. This suggestion is for that, if you like it, please upvote it.

Granular control is important. Every community is different, and as such - may need different options.
