There's only one phrase at the moment (terms_rules_text) and it is used for both new user registrations and for the link at the bottom left (if you enable it as the default).
However it looks a bit odd when you have specific registration terms (and instructions), and they appear for the link related to the "site" rules/guidelines (a completely different set of text with a different emphasis).
Could I suggest we have two separate phrases to cover both elements of user interaction - and if possible, make them both accessible from the Options pages within the ACP.
