XF 2.2 Separate language pack for 2.x releases?

What is best practices for the creation of language packs (for translations).
Should we separate the language pack for each 2.x release (2.1 and 2.2).
Or can we safely uses the latest language pack (2.2), and can this pack still be used for older versions (2.0 / 2.1).

Once we release a new release like XenForo 2.2, we stop supporting the previous release.

As of yesterday, XenForo 2.1 is no longer supported so you should move to maintaining only a 2.2 version of the language and people should upgrade to 2.2.

We can't necessarily guarantee backwards compatibility but I don't foresee particular issues with using a 2.2 supported language on XF 2.1.

Significantly, if we reuse an existing phrase for an existing function but the functionality changes then the phrase may not make sense in XF 2.1.
