Send emails full only certain groups of users

Is there a way to send emails full of topics and conversations followed only to certain groups of users.

Is the content the same for all recipients? If so then you can use the mass mailer to send your message:

Admin CP -> Users -> Email Users

If the content is different or needs to be generated then you need an addon.
