Visit this page in your Admin CP:

admin.php?tools/phpinfo

Do you see "suhosin" mentioned on that page? Suhosin can truncate form submissions if limits are exceeded. If the security token is truncated it will result in this error.

Thank you Jake. No I don't see this. This has been happening since I started using the latest XF

The other possibilities would be:

1) You loaded the page, made changes, but didn't submit the changes for a long time. The token might have expired during a long period of inactivity on that page in which case you need to reload the page and submit the changes again.

2) An addon is misbehaving. Try disabling your addons.

Or it could be some other server issue similar to "suhosin".
