Reviewing a coder

I was just wondering if it is allowed to do a review on any of the coders that offer resources here and if so where would you do it?

There isn't a dedicated section so Off Topic is currently the "best" place for it.

Considering so many reviews are done, maybe a reviews forum could be added as a sub-forum of Third-Party Service Offers. It could be called Third-Party Service Customer Reviews or something like that.

Essentially, they may be the same thing, but I believe that's more so people can have an idea of what a developer is like before hiring them for work. My idea is more toward reviews of work a developer's already done for someone's site.
