Restricting Users from embedding media and media links...

I know there is a User level permission restricting the ability to post attachments, but is there a way to block a User from embedding media?

I have a small community, and I have a user abusing...really...the only rule we have. I'd like to not have to ban his posting privileges. Besides the ability for him to post but not post what he wants will drive him nuts, and that's more fun for me as a mod.

I don't believe it's possible to restrict the use of embedded media, outside of signatures anyways.
