How can I move the sidebar to top of forum_list instead of bottom when it the sides width is reduced, and being displayed at the left once there is enough width again?

You want your side bar to be above your forums in responsive? Personally, I don't see the benefit of that and it may decrease your conversion and usage. However, you can modify .sidebar at the necessary responsive widths (see @Brogan's guide for the code if you need it).

    <div id="first"></div>
    <div id="second"></div>

Is there even a way to display the second element before the first on a css level?

The easiest would be to jQuery move the elements in the DOM. I don't know of a purely CSS solution that is elegant.
