Just to confirm, going to <url>/install/, logging in and choosing the rebuild master data option didn't resolve that? That resolved this issue here:


Assuming the phrases exist (they should), that should ensure that they're properly "seen". The only other potential hiccup could be if your PHP opcache settings don't necessarily refresh regularly, though we do try to handle that.

I was too having the same issue, rebuilding master data via the process solved it :)
