Me, I am relating it more to an App Store. I like the direction it is headed. It's all about branding, and the devs who monetize their add-ons should be able to do just that... brand their modifications.

Oh I agree, I like the direction it's going. I'm just still getting adjusted to the change from glancing though for the avatar of the developer is all.
I didn't read the announcement thread... Wanted to see if I could located it on my own. I didn't think to look for it on the sidebar (but that is where it was).
I see this as being thoughtful and showing attention to detail. A cog does not represent the majority of the resources I have released here which is why I quickly changed them to a blank coloured canvas so I know what resources are mine (at a glance). I know if I'm partially blinded there's a good chance it's a resource I've submitted.
I would have thought (like standard avatars) there are 3 types Female, male and not selected gender avatars. A variety of default avatars which would represent that resource would have obviously been better to represent the default resource and be more accurate. Strike that off, what would have been better is what you did, if the person doesn't upload an icon their avatar the icon/avatar stays put.
Excellent work DP as much as I don't like the forum icon thing I can appreciate the fine attention to detail on your version.
It probably uses the same restrictions that normal avatars use. Based on that, I would guess it's based on the image processor used (with the GD library not supporting animated GIFs, but if you use ImageMagick it would).
