Lack of interest Resource auto watch on download uses wrong option.

When you download a resource whilst the user profile option "Automatically watch threads that you create or when you reply..." is set to true, you will automatically watch the resource you download.
This is undesirable because it creates issues for staff that download many resources for moderation purposes. It is also a bug because a resource download is not a "thread that you create or you reply".

I suggest that a new preference "watch resource on download" be added to fix this issue.

That's how it was designed, and it is working as such.

That's a design flaw then, as it is highly annoying. Downloading a resource is not the same as "creating/replying to a thread".
