I'm reporting some posts for a test, but the report center alert saying there are X new reports isn't coming up. I don't have reports going to a forum, which would disable the report center automatically, so it should be showing up.
 
You will need to do some troubleshooting such as analysing permissions, disabling all add-ons, etc. to determine if any of those are the cause.

Disabling add-ons did nothing.

User groups are (largely) irrelevant when it comes to moderators and administrators.

Members must be explicitly promoted to those roles, which is stated on the manual page I linked to earlier:

  • In order to have access to all of the moderator tools and functionality, and to appear as Staff, a user must be explicitly made a moderator.
  • Adding a user to the Moderating user group does not make them a moderator, it only accords the user title and permissions associated with that user group.

Yeah, I skimmed that. That was my bad.

Also, in regard to showing up as staff, is that outdated? Because now you can just check Display user as staff in their admin CP options.
