Not Planned Remove js-based href attributes in redactor

Every button in redactor has an href attribute with a js reference which is pointless since it doesn't lead us anywhere. Specification of 'a' element allows to use it without href attribute.

The couple things that could be yanked out are the tabindex attribute, if all of them are set to -1. And reduce the .png file removing the icons that aren't being used.

Tabindex of -1 is not the same as a tabindex not being specified...

But regardless, this is all added via JS so there's no particular advantage to changing anything and just potential disadvantages with weird browser behaviors (thinking IE and particularly mobiles here).
