I am thinking about starting a site where the primary focus of the site would be uploading videos and images. Resources at first would not be an issue but how much memory and resources could be used. Could a VPS with 12GB or RAM and 12 CPU cores be sufficient for reasonable performance? Not sure what to expect for performance if multiple images were being processed simultaneously. Do you know of a
 
It's very much a "how long is a piece of string" question. It absolutely depends on the amount of traffic and the way your site is used - and not something that could be answered without more data.

Use a VPS provider which lets you scale your server as required and then just increase the capacity of your server once performance starts to become an issue. The smallest VPS you can buy is likely to be large enough to start with.

It would be useful to go with a VPS provider who also has some kind of dynamic block storage capacity where you can add arbitrarily large amounts of storage capacity for little additional cost (compared to SSD storage used by the VPS, which is expensive). Digital Ocean and Linode are two which come to mind, but I'm sure there are others too.
