Add-on Recently promoted members in sidebar

To showcase that members in the community are rising in rank and to invite members to congratulate promoted members, it would be nice to have recently promoted members displayed in a sidebar block.

It would also be nice to show a tab with recently promoted members on the members page.

Yes. Most sites have a usergroup ladder. i.e. a lowest ranking usergroup outranked by a number of higher ranking usergroup. Every member which is promoted upward is an event to showcase.
Off course demotions, moves from and to banned usergroups, etc are not relevant.
