XF 1.4 Question about user state "Awaiting email confirmation"

I have noticed that when a member has the user state "Awaiting email confirmation" then his nickname won't appear on the drop-down list when you type "@" + "the first characters of his nickname"... is this normal?

Also I have noticed that when a member has the user state "Awaiting email confirmation" regular members can't see their profile and instead get the error message: "This user's profile is not available". Is this normal?

Yes and yes.

Users need to be valid to be classed as users. If they aren't valid, then they can't be interacted with (and they can't really interact).
