XF 1.4 Question about moderated users

Hi,

On admin.php?users/moderated I can see some members being listed as "Spam Log: Shared IP with banned users (banned_member)". It's ok and it means that the new account is being moderated because it's probably the same guy who was previously banned.

However some people on the list don't have the "Spam Log" line so I don't know why they are being moderated. Is this normal?

Unless the registrations are old enough such that the spam trigger data has been removed (or not logged against them in the first place), that would generally mean that the users were placed there because of the option requiring user approval or if an admin manually changed the user state back.
