Question about "Depends on Permission ID"

Is there a quick summary of the proper usage of the "Depends on Permission ID" option when setting permissions?

What I am after is that I have two options; first option is something like 'view' the page and then a second option would be to take an 'action' on the page. That way somebody could view the page but not do any actions on the page. However, in order for somebody to take action on the page they must have permission to view the page.

Would "Depends on Permission ID" do that for me?

I was playing around a bit but wasn't sure what to expect from the ACP GUI from an admin's perspective (eg: If I click on the 'action' permission, would I get warning or anything about the 'view' permission being required). Darn it, now I'll never get any sleep... must experiment a bit more tonight.
