If a person gets a permanent ban from warning points, do they get reinstated when points start to expire and it goes below the permanent ban level?

If the points expiry results in the ban being lifted, then it's not permanent.

You can configure it how you like.

Just to be clear, what you're proposing is the "While at or above points threshold" option.
