XF 1.3 Profile Posts limits

For my account as admin my profile posting defaults to 140 characters but strangely others can post more. Is there some setting to change this and where can I find it?

The first post is limited to 140 characters.
Replies are limited to 420 characters.

There is no configurable option for it.

Can posting replies on profile by others be disabled through any setting?
