When a user gets banned, it appears their profile is no longer accessible by guests (and search engines). I've got member profiles set to no-index, but these pages don't appear to have that tagging. Do they have a template and is blocking their profile an option that can be turned off. At some point, Google indexed these members, but since they are banned -- they cannot be removed unless I'm able to use a noindex tag on them or batch delete result in a 404.
If you ban lots of people (and we do), you can end up with a number of these pages.
