Problem with URLs and letters

Hi,

I run a german Forum and have problems with the letters ü, ä, ö in a browser url link, they look like this:

The word "Ankündigung" looks like that in the URL if I use IE "ank%C3%BCndigungen" but it should show up either as "ankuendigung" or "ankündigung"

Does anybody know how to fix this?
