Prevent Proxies Registering, Not From Browsing?

Many people use proxies for legitimate reasons (e.g., ad block, privacy, etc.). Accordingly, I do not want to prevent people from using proxies to access my community. However, I might like to prevent users from registering via a proxy. Is it possible prevent proxy registrations, but allow proxy browsing?

The title of this modification is a little misleading, but this modification does exactly what you're looking for

They can browse your site, but will be unable to register.
