XF 2.1 Prevent Other Admin to Assign Usergroup to a User

I have a user upgrade system in XF which adds a user to "VIP" secondary group.

How to prevent other admin (which has capability to edit user, but not to upgrade user) from adding VIP secondary group manually from user edit page?

Thanks, but here is my situation.

I have 2 other admins, named A and B.
A : has manage users + has manage user upgrades.
B : has manage users only (no manage user upgrades).

Is it possible to prevent B from editing a user and add "VIP" usergroup?
