Pre-render embeds for height so anchor links don't skip?

Is there a way to pre-render embed links and set a div (unfurl link previews, or images with) height for them so that the page doesn't skip around after embeds are rendered?

Going to the page and not being on the anchored post is quite annoying. It doesn't even take you to the anchor point before jumping up because perhaps 1/2 of the embeds render, then others below it do, forcing you higher on the page than the anchor link.

I didn't even know which post the alert came from, so I needed to hover over each post number to see which post I was being taken to.

Javascript might be another approach to fix this if you can force someone to the anchor point after a full page load. I'm not sure which approach would be best, or if either are possible.
