I reported this same issue. It seems to be that embeds before the post render (with a height), pushing the content down, and then embeds after the anchor point render (with a height), in no specific order, so it can jump up or down when taken to an anchor link on a page with a lot of embeds.
It comes down to what embeds render first, sometimes second, to where you land when you should always land on the anchored point.
The only way I could think of fixing this is to pre-render the embed height, if possible, so that you will be taken to the post no matter what.
Is there a way to pre-render embed links and set a div (unfurl link previews, or images with) height for them so that the page doesn't skip around after embeds are rendered?
Going to the page and not being on the anchored post is quite annoying. It doesn't even take you to the anchor point before jumping up because perhaps 1/2 of the embeds render, then others below it do, forcing you higher on the page than the anchor link.
I didn't even know which post the alert came from, so I needed to hover over each post number to see which post I was being taken to.
