Just something I think would make things slightly better, I don't think a pop-up should appear, but rather, the buttons should be disabled with a timer, and when timer reaches 0, post buttons are enabled.

Muh, I think this way the user is made aware of the board rules, and slows down a bit. Hard to ignore

That is probably the unnecessary use of javascript we were talking about. The popup alert is better and since it's used for other things even on big websites, the user should be used to it.
