XF 1.3 Possible for having certain usergroups show signatures and new members not showing?

I see the option for show signatures to guests but is there a option to set it per usergroup?

No, you can't show signatures from certain user groups only, it's either all or nothing.

You could use permissions to restrict who can create a signature. So new members could not create one and using user group promotions, they can be promoted to secondary groups later where they can.
