Is that the standard poll setup? I don't remember a pop-up that gives you the break down (but it might be there since I don't have polls enabled anywhere can can only go by what I remember seeing here).

Increase width for .pollBlock .pollResult .count in polls.css

Yes. Popup appears if you click "View Results" button without voting.
