Is there any usergroup permission or General Option to restrict member PMs only to Admins and Moderators?

In simpler words to disable PMs among Members.

No, that's not an option out of the box.

The permission only relates to the ability to start conversations.

Yes, to start conversation. This is what I mean. eg Member can start a conversation only with an Admin or Moderator.

I'll give a closer look on your plugins Andy. Have seen them in your site but don't remember something like this, unless if it's something new.
