XF 1.2 PM limitations

I have been playing with 1.2 and is there any way I can send the limit of time between PMs being sent?

Like say, for example, I want users to be able to send one PMs every 5 minutes.

PCs follow under the post flood control per user group. Check your User group Permissions. The exact bit you are looking for however does require an add-on. I do not believe that I have seen one.

You're right. It's not limited to usergroup but global - 'Minimum Time Between Messages (seconds)' setting in the Performance setting tab.

The flood timer controls all messages throughout the whole forum.

The usergroup permission disables it.

There is no way of limiting conversation messages only to one every five minutes for a specific user group.
