Not planned Please provide an anchor in EXTRA.css

If an add-on needs to add some CSS to the EXTRA.css template, it's currently not possible because the Template Modification cannot work because the EXTRA.css template is empty by default.

Please add the following the the master EXTRA.css template:

/*EXTRA.css*/

or some variation of this so we can use the Template Modification to add CSS to the EXTRA.css template.

You can add items to EXTRA.css using template modifications. However, an add-on shouldn't be adding their CSS into EXTRA.css.

I was able to make the Template Modification to node_list.css as it should be done.
