This is intentional.

The input is configured with a step of 0.25 so the only valid values are multiples of that.

The same thing happens with most number boxes, i.e. any number box where the step is 1 won't allow you to input, say, 1.2 or even 1.25 and you will get a similar message:

Well... if you're feeling adventurous you can edit the template of that options page to allow some other steps. Just do so at your own risk, maybe the code that uses the values won't support it. I forgot where to edit it, I believe it was in an XF source file somewhere.
