Okay, thank you. I believe what I want can be done with native XF functionality: create a copy of the style for the specific node in mind and adding an informational banner with a link to a static page. Then override style preference. A bit of a workaround, but it achieves the desired end result.
I can do it with a page notice as well, but I prefer to customize the look of it.
