XF 2.2 Permissions based on a User Value?

I am looking after a long running Xenforo site set up by someone else. We have a a forum called Hot Topics for pointless/acrimonious political debates with only some users having access to that forum and I am struggling to figure out how access is actually controlled.
If I Analyze permissions for a user who does not have access I can see that the access is denied by a User Value called Hot Topics (see below) but the question is how is the User Value used to restrict access, I cannot see an option for that in Node Permissions?

It's set at the user level instead of usergroup. There are 2 ways to set permissions.

1. by usergroup
2. by user

If you go to permissions for that node, you'll see down toward the bottom where it says "users with permissions set" This is where its most likely set since its set to "never" which means never can be never overridden with a yes. Setting permissions at the user level is more of a hassle and harder to keep track of.
