XF 2.0 Permission setting for ability to modify User Permissions

Where can I find the permissions setting to allow/not allow a usergroup or user to edit user/usergroup permissions?

This would presumably be an administrator permission, to allow admins to change user permissions or not.

Thanks. Do you know what exactly this setting changes? "Manage users" sounds like it may be more than just modifying permissions.

Yea it includes a lot of stuff. Create a test account and give that user just that one privilege.

I tested it out, it seems that admins without this permission can't do anything to users. Admins with this permission can make themselves a super admin and change any of their own permissions along with any other admin or even super admin permissions.

Surely there must be a way to allow admins to view/modify basic user things without giving them the ability to change their own or other admin permissions?
