XF 1.2 permission not working

I seem to have gotten stuck in a permission issue. I am trying to revoke thread creation permissions for a specific forum for all usergroups but one. After i revoked permission from all group and gave only ione group the allow permissions, shouldnt they be able to create threads?

According to this thread, a Revoke + Allow = yes but my final value is no Does the order of operations matter here (primaty usergroup have to be 'Allow?)

AHHH, I applied these content permissions on the category and was also testing on category that why it says No. This makes total sense because nobody can ever post in categories. When I analyzed the permissions on the forums inside, they said yes.

Once more the xenforo permissions proved to be great
